The cost of large-scale new energy storage is relatively high, and the foundation of digitalization and intelligence in the power system is not yet solid enough.
The power industry must adhere to the core position of innovation in high-quality development, accelerate the cultivation and growth of strategic emerging industries represented by wind and photovoltaic new energy, build new technologies and models represented by energy storage, hydrogen energy, and comprehensive energy, vigorously promote the integration and empowerment of digitalization, artificial intelligence, and energy and electricity, continuously shape new driving forces and advantages for development, and promote high-level technological self-reliance and self-reliance in the power industry.
Promote the high-quality development of new energy. We will adhere to the combination of centralized and distributed approaches, and actively promote the construction of the "Shagehuang" large-scale wind and photovoltaic base project. Continue to implement the "three reforms and linkage" of coal-fired power, and deeply explore the technology of co firing hydrogen and ammonia in thermal power. Strengthen energy management and actively promote the large-scale demonstration application of carbon capture, utilization, and storage. Promote demonstration projects such as new energy microgrids according to local conditions. Accelerate the construction of a charging infrastructure network system, vigorously promote the integration of V2G and vehicle network interaction, and continue to carry out clean energy substitution in key areas.
Optimize the regulation capacity of the power system. Promote the construction of an intelligent scheduling system throughout the entire process of source network load storage, achieving precise load control and refined user electricity management. Through market means, we will vigorously promote energy conservation in electricity, strengthen load classification management, and guide large-scale aggregated loads, interruptible loads, and virtual power plants to actively participate in system regulation.
